About the test
What is SERU?
SERU stands for Safety, Equality and Regulatory Understanding. It is a test from Transport for London (TfL). London private hire (PHV) and taxi drivers must pass it to get a licence. It also counts as the reading and writing part of TfL's English requirement.
How many questions are in the SERU test?
Taxi: 36 questions in 60 minutes (TfL, Notice 06/25). PHV: TfL doesn't publish it; candidates in 2026 report 36 in 60 minutes, and older reports 37 in 45. The types are multiple choice, fill in the blanks and reading.
What is the pass mark?
60%, for PHV and taxi (TfL: PHV video 2024, taxi Notice 06/25).
Is the SERU test open book?
Taxi: yes. You use TfL's copy at the desk, not your own, and no notes (TfL, Notice 06/25). PHV: TfL started an open-book trial in 2024, and candidates in 2026 say a copy is on the desk.
Is the SERU test hard?
Many people find it hard: only 54% of PHV candidates passed (Oct 2025 – Apr 2026, TfL FOI). Most mistakes come from rules with numbers and from fill-in questions. Practice helps.
Booking, fee and results
How much does the SERU test cost?
£40, and a resit £30, since 9 March 2026 (TfL, Notice 05/26). You pay TfL.
How do I book the SERU test?
Online in your TfL customer account, after you finish TfL's safeguarding awareness training. We cannot book it for you.
How many attempts do I get?
PHV applicants normally have 3 attempts (TfL driver policy v6.0). Taxi drivers can retake it as often as they need (TfL, Notice 06/25).
How long do SERU results take?
PHV: after the marking process; TfL doesn't say how long (TfL, PHV video 2024). Taxi: within 15 days (TfL, Notice 06/25).
Is the taxi SERU different?
It is the same kind of test, but it uses the Taxi Driver Handbook. Taxi drivers pass it once, and have no limit on attempts.
